[feat]: Dont store CQL commands that generated an error in CQL command history #278

In this example tracing onl got an error back - we should not store commands that came back with an error in the history

Add a system setting to Disable/Enable storing error CQL with it disabled by default.

But @millerjp if we suppose that the user wants to execute the statement again - let's say it not incorrect but it hasn't been executed as expected -, wouldn't be better to just keep the statement?

Lets leave this for now @mhmdkrmabd - we can review when we plan for 1.1
