[bug]: MSI installed workbench only works as administrator

Bug Description

The TEST Connection button says "failed to initialise" if it's not run as Administrator. The nsis installer does not have this problem and it works fine. It seems to be only affecting the msi

Steps to Reproduce

Install Axon using the msi and try to connect to a cluster

Expected Behavior

Works

Actual Behavior

Cannot initialise

I managed to reproduce this error. It's actually quite difficult.

• Install workbench from msi
• Set up a connection
• Test it - it should all work
• Uninstall Workbench
• Reinstall
• Try to use the previously configured connection
