Inconsistency between visible candidate and actual commit in suggestion

Mozc 1.15.1831.102 (r268)

What steps will reproduce the problem?
1. Set keyboard to 12key Kana
2. Type た, な, か, and hit space
3. Conversion candidates for たなか are shown
4. Type え by swipe
5. Top candidate for たなか is committed and composition becomes え
6. You see some suggestion like 理恵, 、(句読点), etc., which are 
irrelevant to え
7. Select one of them
8. E.g., selecting 理恵 commits a very different candidate, like 得

What is the expected output?
The candidates shown in step 6 are actually zero query suggestion for 田中.
These shouldn't be generated.

What do you see instead?
Suggestion for え should be shown.

Please use labels and text to provide additional information.
This issue was originally reported as Issue 231.  Desktop version are not 
affected as zero query suggestion has never been enabled in desktop yet.
