Partial suggestion for numbers are not annotated by <部分確定>

What steps will reproduce the problem?
1. Install Mozc 1.15.1875.103 and enable it
2. Change keyboard to number keyboard
3. Type "123-"
4. Partial suggestion "123" is shown

What is the expected output?
At step 4, "123" is annotated with <部分確定> (expected.png)

What do you see instead?
At step 4, "123" is not annotated with <部分確定> (actual.png)
