files not world readable #293

What steps will reproduce the problem?
1. install on a linux system with web server not having group or owner access 
rights to the installation directory.

What version are you using?
Version March 4 2013, min and full

Please provide any additional information below:

Please change the access rights to all files to be world readable (the min 
version has world writable).

I can't change the permbits on files on your server.
