Migrate to mkdocs #38

This evolves the book into a getting started guide... and transforms this repo into a more fully-featured website. Allowing us to add related info, like how to join the community and get support... as well as (soon) links to the API docs.

Additionally, we move to Netlify so we can preview changes.
