User should have choice of usename while claiming ID

What steps will reproduce the problem?
1. Claim an ID from the existing MGL

What is the expected output? What do you see instead?
I want to be able to choose my own username, much like I get when I do a 
registration when my name is not in the MGL

Instead, the system auto-assigns me a username, which I cannot change.

Please provide any additional information below.

To solve this, we can either ask the "claimer" for a username, like we do 
for people who cannot find their names in the MGL, or allow each user to 
"change" their username whenever they want (less preferred).

Anand Singh just tried registering, and was allowed to choose the username 
('anand'). 
But he still got this email.
