Branch format needed for CSV to be uploaded

What steps will reproduce the problem?
1. Create CSV as in the 1983 sample one
2. login as admin
3. upload

What is the expected output? What do you see instead?
The branch list should remain normal on the claim your ID page. Instead, we 
see the three-letter branches (CSE, ECE etc.) in addition to their long-
form versions.

Please provide any additional information below.

For the format, three-letter names are preferred since they are harder to 
get wrong/inconsistent. An ideal solution would be to have a mapping in the 
upload script which coverts them to long forms, and throws errors when 
seeing an unseen branch. The list of branches and their mappings can also e 
stored in a config file for easy change, if needed.

Thanks. Please also let us know what the proper branch format is. Is it 
three-letter 
codes?
