Comments needed in code to describe methods #68

I was looking at the code, and for example in

source/apps/frontend/modules/user/actions/actions.class.php

There are not comments describing what the methods do. There should be at 
least a short one-line comment before each method saying what it does, and if 
there are any special cases. 

This will go a long way in ensuring maintainability of the code.
