Need freshly uploaded MGL entires to be visible to all

What steps will reproduce the problem?
1. go to website as logged-off user
2. click search, and search for stats on year
3. for any year with non-zero number of people, click the number

What is the expected output? What do you see instead?
I expect to see the whole list of alumni in that year, but I see zero, due
to default privacy flags.

Please provide any additional information below.
Letting the random users see the names of the people who have not yet been
claimed will aid in them choosing to claim the IDs. So the code for the
bulkUpload needs to be changed to allow the "world" to see the name,
branch, year, and roll number of the newly uploaded user in the search listing.

This bug is only partially fixed. I just uploaded the 1996 list, and although I 
_am_
able to see it after logging in, the privacy setting seems to be "registered 
alumni"
and not "world" for name, branch, year, and roll number. 

I tested the above by going in the "claim" listing (while not logged in), where 
one
still cannot see the roll number (it shows as private).
