Add Japanese support to the Transliterate API #559

It would be great if the Transliterate API (the one that is a web-based IME) 
had support for Japanese.

This is the API: 
http://code.google.com/apis/language/transliterate/overview.html

It seems to be a subset of what you can see in action here: 
http://www.google.com/transliterate/japanese

Blog post about the new Japanese IME with a comment from Yamazaki san which 
seems to imply this feature is coming at some point:
