[I18N][non-en] Welcome page is not localized. #658

Test Environment
Device: Nexus S
OS: GRI14
My Tracks Version: 1.1.12
Locale/language: Non English (Ex., Chinese, etc.)

Steps to repro:
1. Install MyTracks application from 
http://code.google.com/p/mytracks/downloads/list
2. Change language to non English (Ex. Chinese) 
3. Launch MyTracks application
4. Tap on Accept

Expected Results:
Welcome page is localized.

Actual Results:
Welcome page is not localized.

Should be fixed in v1.1.12 release candidate #2.

Verified that is fixed on the current version: 1.1.13 (1.1.13.rc4).
