Increase resolution of timestamps in exported XML files.

Exported data has a one second resolution therefore is out by up to +/- 0.5 
secs. Tracking multiple cyclists traveling at about 15 m/s gives positional 
errors of +/- 7.5 metres and makes relative positions too inaccurate. 
Resolution in exported data was increased to 0.1 seconds to make the cycling 
criterium video at http://youtu.be/a1klTS0BNtU

What is the expected output? What do you see instead?
