Crashpad waterfall bots no longer mail on failure #37

It seems the crashpad bots don't email the blamelist on failure any more. I 
think this probably started when the master was changed to use the 
buildbot_tool.

Can the MAIL_NOTIFIER functionality be revived?

It's certainly possible that broke. We're supposed to use "gatekeeper-ng" for 
this now; I will look into whether that is configured properly and if not, fix 
it.

I believe this is fixed now. Hopefully someone can land a bad change soon so we 
can test it ;)
