ethernet slows to a crawl and eventually becomes nonresponsive - mainline #99

using debian stretch minimal images on rock64 1g purchased in december. the lan is 100mbit.

install 6.15 image; ethernet works fine at this point.

upgrade to 6.16 linux-image ethernet initially works but very slow, after sending a 5-6 characters over ssh really fast it will completely lag out.

people on irc thought it was a 100mbit issue.

the rock64 is now on a gbe network so i thought to try upgrading to mainline and the issue persists on gbe as well, to an extent - the lag is not as severe and it doesn't die completely but shell can become unresponsive for a minute if 10 characters are typed really fast

I can further add that this issue seems to also be intermittent in nature - after a reboot just now everything works fine, while it definitely didn't before on countless reboots.
