The framing is about access to employment history data, so if we only have cert data, those are marked as "No data" with an explanation in the mouseover or "additional information" as it's possible to implement.
Maheen and Kaitlynn on our team also worked on two options for color schemes that comply with accessibility best practices for folks with colorblindness issues, they're attached to this post. I'll also add them to this github.
