Upstream Bootstrap has changed configuration file while merging dependabot's version bump PRs. #1189

In addition to merging several of the dependabot dev dependency version bumps, upstream Bootstrap has modified some configuration files. Arizona Bootstrap should synchronize with some of those changes also.
