Update drupal/draggableviews requirement from 2.1.3 to 2.1.4 #3462

Updates the requirements on drupal/draggableviews to permit the latest version.

Found that the patch that was added in #3488 does not apply without this update so we're going to also include this in the 2.10.5 patch release.
