Update drupal/ctools requirement from 3.14.0 to 4.1.0 #3480

Release notes

This is a compatibility release for ctools, ensuring compatibility with Drupal 9.5, 10, and 11.

The 4.1 branch will be compatible with Drupal 10 and 11 and initially Drupal 9.5.

This version was also released today: https://www.drupal.org/project/ctools/releases/8.x-3.15. That page has the following release note:

This is a bugfix release for ctools, ensuring compatibility with Drupal 9.5 and 10

Likely the last release of 8.x-3.x (and 4.0.x) of ctools! -- Please update to 4.1. If you have modules that still depend on the 8.x-3.x branch of ctools, please urge them to update to ^4.1!

I'm thinking we can remove ctools entirely, as I don't see any real dependencies here: https://github.com/search?q=repo%3Aaz-digital%2Faz_quickstart%20ctools&type=code
