This PR does two things:

It updates the front page of digital.arizona.edu based on the release of Quickstart 2.0
It adds a first draft of a developer overview page that will not yet be linked to. Investigating the best way to add navigation to this site can be a follow up.

I think you want your folder structure like this docs/how-it-works/index.html instead of docs/how-it-works.html
