The ice arrows were placed in the Elegy of Emptiness slot, However, Ice arrows are normally absolutely required to access Ikana Canyon without exploits.

The randomizer might not be considering hitting the first tree at max distance with the hookshot to skip the ice arrows a glitch. You just have to move closer.

It's still technically an exploit though and either shouldn't be considered in logic, or should be added as a toggleable option similar to the OoT Randomizer's Adult windmill HP or the Man on the Roof HP.
