Some users can't start WR with the "Start with Windows" options. #511

Had a look at this today but no luck. Still can't repro it myself and it looks like the code is doing the right thing. I had a look at the alternatives and they don't look good either. Some hints on SO that this might be related to running the app as administrator, I'll ask the user who hit it.

Theory is some knock on effect from when WR previously needed admin to run. Seems to be solved by a full uninstall and reinstall of the app. The giveaway was the little shield icon on the WR exe, that was not present on my PC.

Probably the same thing as https://github.com/electron/electron/issues/40381 given that.
