Set up development environment for Android app #187

We haven't worked on this project in a long time, so this is a separate card to handle setting up a development environment.

Acceptance criteria:

At least one developer has a working Android development environment and is able to make and test a small change to the app's functionality (e.g. a copy change).

I was able to get the latest version of Android Studio downloaded and installed, and I was able to compile the app and run a debug build on my phone after downloading the proper configuration files from LastPass. I didn't spend more than 2 hours on this so kicking it back to To-Do for @maurizi to pick up.
