Publish upgraded application to Play Store by August 31, 2023 #202

Depends on ~#201~ #209. After that issue is done, publish the new version of the app to the Play Store by August 31, 2023. When publishing, we should also update the "Open Testing" version of the app to the latest version.

~Also create issues for upgrading to SDK version 32 by November 1, 2024.~

EDIT: This has been updated to match Google's new deadline and the additions of issues #209 and #208.
