Update Play Store copy to communicate sunsetting

We will be actively sunsetting the Android app before the end of the year (ideally the week of Dec 18th 2023 so users can be notified as part of the week's newsletter). We should change the app description on the Play Store Console to communicate the app will sunset on specific date and instead promote using the website. Will update this issue with copy to use from Nick.

Following updates submitted for review, will close once approved and published to play store:

1. Short description: "Plan trips to Philly’s best events and destinations, sunsetting January 1, 2024"
2. Long description: "Message for all of our Android app users: after January 1, 2024, we will no longer be supporting the app, but the GoPhillyGo mobile website will continue to be available across all devices...."
