Run climate ingest for more data #840

Once #838 adds the feature to ingest by geometry, we'll want to re-run an import to pull in a bunch more data using geometries created by data analytics. This task is to start, babysit and ensure the import has completed successfully.

This is complete, or as much as it can be without addressing #695.

We successfully imported ~13,000 locations for LOCA data in the continental United States and NEX-GDDP data for all EU locations with a population greater than 100,000.

The data ingest documentation in deployment/README.md was updated in #868.
