Allow users to select the year(s) for which they want to view data. Multiple selection (for the comparative view) should be possible, but temporarily disabled.
Following the regions selection page, users will see a years selection page, styled to resemble the regions selection page but lacking the search or map. The years will be radio inputs until the comparative view is implemented, at which point they will be replaced with checkboxes.
Once the comparative view is implemented, explanatory text will be added stating that the user may select multiple years to view a comparison view.
