Allow correlated questions #134

Overview

Some questions are being processed as separate entities across years, when they are actually the same question. In the QuestionSelector, treat questions with matching question codes and answers as the same entity.

It appears that Meta has fixed the labels for the questions which were being incorrectly tracked as separate entities, and this is no longer an issue. Closing.
