Jest is built-in to CRA, so we should configure a basic tests setup to make it simple to write utility tests.

add a __tests__ dir including a utils.test.js file including a mock or real test
configure npm run test to run tests
set up ./scripts/test to run the tests
run tests as part of the CI build
