Create STAC for training mississippi region SAR w/ monthly JRC #98

We have a ton of SAR imagery in/around the Mississippi river as well as the monthly values from JRC's survey of global surface water. We would like to try training models for water detection this way but first need to correlate the SAR images with appropriate regions/monthly readings and index them via STAC

This isn't complete as attention was pulled in other directions (USFIMR rasterization bugfixes and training + some meeting prep) but I don't think it makes sense to put hours here given the discussion in the SBIR checkin last Thurs. Thoughts @jcahail @echeipesh @jamesmcclain ?
