Convert NWM Medium Forecast Prediction to Zarr #102

To begin testing and clarifying the process of converting NWM to Zarr, take the most recent Medium Forecast and convert it to Zarr.

Start with a simple conversion. Then try different chunking schemes.

Test with spatial queries as well as time based ones.
