Use HydroTools to compare NWM prediction vs USGS gages

The point of this issue is to setup the environment for hydrotools and use it for a model use case.

• Identify HUC of interest (anything you want)
• use NWIS client to get gage readings
• use NWM client to get latest short range predictions
• line up two datasets
  • does that functionality already exist in hydrotools?
  • is it so trivial that you don't need anything extra?
• experiment with ways to visualize the output
  • ideally we have a way to look at relative streamflows in the notebook, maybe using leaflet
  • this may create follow-on issue

Outcome

• we used hydrotools
• we are more familiar with USGS gage data layout
• we thought about how to viz the output in a larger workflow
