Cleanup duplicate / outdated commands in the apps subproject

@jpolchlo and I reviewed the current set of command apps in osmesa.apps as part of #182 in order to determine what to test. The apps that are currently in use are as follows:

• [ ] StreamingChangesetStatsUpdater
• [ ] StreamingChangesetMetadataUpdater
• [ ] StreamingFacetedEditHistogramTileUpdater
• [ ] StreamingUserFootprintTileUpdater
• [ ] ChangesetStatsCreator
• [ ] FacetedEditHistogramTileCreator
• [ ] FootprintCreator (generating both user and hashtag footprint tiles)

All other command apps in this folder are either duplicates saved after previous file renames, or are obsolete. This task is to review the full list and clean up the apps subproject to remove these obsolete and / or duplicate apps.

Shall we preserve HashtagFootprintUpdater as well? If we're preserving FootprintCreator, might make sense.
