Replace Natural Earth admin 0 boundaries with Global LSIB Polygons #68

(The latter are more detailed as well as being Officer of the Geographer-approved.)

LSIB polygons are ~380MB (vs. 23MB for Natural Earth) and don't include ISO abbreviations for countries (just full names), so we'll need to augment the attribute table before it's usable.
