Unaccessable highways are different than high/low stress highways. #565

I recently showed the BNA results for Lansing, Michigan to members of our local bicycle club and they would like to know why motorways, or roads marked as bicycle=no or even motor_vehicle=designated, are marked as "high stress" when they cannot be ridden at all. I confirmed, that this is also the case for private highways. It seems like, there needs to be a third designation for a highway which is off-limits to bicyclists.

Here is the comment, which spurred me on to look at the tags for the limited access freeway in question, then this source code and now, to file this issue.

Good to know that 496 is 'high stress'. That aligns with my experience biking down it!

Thanks for sharing the BNA with your local bicycle club and for providing this feedback. The ground-truthing that bike riders can provide for the BNA is immensely helpful in further developing the tool. We are planning on enhancing the BNA methodology later this year, before we update the website results in early 2019, and have added this issue to our list of prospective improvements.
