Add tooltip to crash data layer #923

Criteria:

Tooltip should show the year and number of fatalities
Tooltips for single-fatality points show only the fatality count.
Multi-fatality tooltips include an explanation that there’s at least 1 fatality in primary category
Markers stay visible with tooltip

Columns for data:

tooltip fields come from FATALS, YEAR columns

Open questions:

should we also include the fatality type or does that only need to be implied by the marker appearance?
