I found this when working on https://github.com/azavea/pwd-parcel-viewer/issues/944 . Clicking on the PWD icon goes to http://www.phila.gov/water/pages/default.aspx, which now shows 403 for me.
We should update the URL in the component. Maybe the new URL is: https://water.phila.gov/ ?
