Site freeze on change to VA dashboard tab #1038

On clicking to change to the VA tab in the dashboard, site freezes for about 40 seconds.

No console errors. Site not responsive while loading tab.

Something seems to be invoking next on a Subscriber repeatedly.

Appears to only happen when a very large number of hazards and/or weather events have been loaded onto the organization; can defer addressing this, as it's unlikely to happen in expected use cases.

Updated labels.

Note that "very large number" is upwards of hundreds of risks in an organization since Angular tries to render a row in the assessment table for every risk. As long as # of risks remains under ~100, this isn't as much of an issue. We'll need to address other ways to show the list if it becomes larger than that to address this issue.
