Investigate calculated Concern values for Saipan #1138

All non-static concern values for Saipain, CNMI are being calculated as either 0 or NaN. NaN is obviously wrong, and 0 for everything else also seems incorrect, and needs some investigation.

We determined that this is due to using the LOCA dataset to calculate concerns, which doesn't have data for Saipan
