Create copy for "See examples" tooltips in Actions Wizard

Step 1, 2 & 3 of the Actions Wizard will need text for the "See examples" tooltips

Wireframes includes some copy for Step 1 See Examples. Check if that is good to use!

Also need to add a tooltip for Collaborators (not featured in the wireframes), which should prompt people to think about other community groups, stakeholders, etc., they need to engage.

Collaborators tooltip (static text): "Select or enter other departments you will need to collaborate with to develop and implement this strategy. Keep in mind that additional stakeholder engagement is a key component of adaptation planning."

Possible examples of adaptation actions:

Keene, NH - Increase local food production by 20% within five years of establishing baseline of community food production.

Albany, NY - Identify locations of vulnerable populations (those who live alone, seniors, low income areas, others at-risk, etc.) and provide each home with a window card to indicate if help is needed.

Baltimore, MD - Encourage use of permeable pavement in non- critical areas – low-use roadways, sidewalks, parking lots and alleys where soils permit proper drainage

Denver, CO - Identify opportunities for the city to become a subscriber in community solar gardens

For the time being, please put the copy only on General Information; remove "see examples" from implementation details, effect on adaptive capacity, reduction in potential impacts, and financial details.

Please do add the Collaborators tooltip mentioned above.
