Adaptive Need: "The degree of importance a city might want to place on addressing the risk, determined by comparing the potential impact with the adaptive capacity. If a risk has a high impact and low adaptive capacity, it will be critical for a city to design effective adaptation strategies in order to address it. "
Risk: "A potential future climate hazard and the social, civic, economic, or ecological system that may be affected."
Potential Impact: "The degree to which the risk will affect the city overall."
Adaptive Capacity: "The ability to respond to change, deal with potential damage, and take advantage of opportunities. It relates to built, natural, and social systems, as well as institutions, humans, and other organisms. Systems with High Adaptive Capacity are better able to cope with climate change impacts."
All subject to change based on ICLEI's review, but this should get us started.
