ICLEI said that this particular hazard doesn't seem useful:

yep, that's why i crossed it out - maybe it still makes sense to get rid of it

This has also been confusing in usability testing sessions for folks. ~We have question mark icons for all of the other hazards but this one, so we need to decide how we want to deal with this hazard, whether that's:~

Due to the above, we will be removing this hazard from Temperate

~Adding a question mark explanation for Atmospheric CO2 concentrations~
[ ] Removing Atmospheric CO2 concentrations as a hazard

Done criteria:

[ ] Ensure that this hazard doesn't appear in the Create Plan flow or Add Hazard modal lists or suggestions
[ ] If we have documentation around this hazard in static pages, we should remove it there as well

@CloudNiner @maurizi For this it seems like we may want to consider if we intend to do #695. It doesn't seem overly complex (At least specifically for hazards), but might be worth thinking about our long-term plans. As I see it, we have three options:

Manage existing environments manually
- Very low effort to keep Staging and Production current for changes like here, but introduces a drift between long-running dev instances and prod.
Expand migration usage to manage individual records as well as general schema
- Not a huge bridge to cross since we use migrations for management that affects database records in a general way (Such as setting trial end dates), but migrations are forever and are run in tests as well as environment setup. I can see managing individual record states via migrations becoming cumbersome as changes accumulate over time.
Implement #695 and keep individual record management contained within fixtures
- Fixtures don't seem to be the ideal way to track changes in fixed configuration, but #695 should alleviate the biggest concerns with them and allow them to fit our needs for the immediate future.

Wherever we want to have the discussion, its relation to this task in particular is time-sensitive. Given that option 1 is the most non-committal on any future decisions, I may just go that route for today.

Ah, yes, sorry this fell off my radar to circle back to.

I think 1 for CO2 concentrations is fine due to time constraints. If we delete manually from each of the environments, can we then also remove it from the fixture safely so it doesn't reappear?

Oh definitely, my impression was the deliverable for this would be the removal from the fixtures, and after that change is merged in I'd manually remove it from staging and production (Which would delete any risks and actions that use it, but that should be acceptable pre-launch).
