Tweepy install failed on at least 3 workstations #16

I didn't get the details, but maybe pip would solve?

We should be able to switch to using pip for tweepy. For a couple of people who had a failed conda tweepy install, I had them try with pip and it passed the version check.

We can manage it the week in which we'll be using tweepy. Most groups seem to have multiple people who had a successful tweepy install.
