Rendering error with Narcolepsy #86

What steps will reproduce the problem?
1.Run Narcolepsy

What is the expected output? What do you see instead?
The game should be rendered with a blue background window, and a "thought
bubble" extending out.  It is hard to explain; please try to run the game
with Git or Glulxe to see what I am saying.  In Gargoyle, the thought
bubble is not rendered.

What version of the product are you using? On what operating system?
2008-8-25pre2
Vista SP2

Please provide any additional information below.

The story file is a .blb file, attached is also the config file narco.cfg

At first glance this seems to be a Windows-specific behavior; narco.cfg is 
changing
the opacity of the window mask to allow the "thought bubble" effect.

If it's purely a Windows API feature, I probably won't implement it, though it
admittedly does look cool. But if Gtk offers an equivalent, it may be worth 
supporting.

This is a platform-specific change that cannot easily be ported to Linux or 
Mac, so it will not be implemented.
