User Story

We need a way to bulk upload resource relations. Ideally, this would be through the existing bulk upload interface, and could be done in two different ways: either included in a bulk upload, or separately to add relations to resources that are already in the database, preferably using the EAMENA_ID values or the UUIDs for the resources. Including the latter is mostly a safety net, in case EAMENA_ID values get wonky due to unrelated reasons.
