The Skeleton is on a short respawn timer of a few minutes and if you kill the scarlets the skeleton no longer pats into the them. I missed the Skeleton twice because the scarlet group got him.
He spawns at 47,49 and heads east behind the two buildings
I killed one of the zombies out front walked back to outhouse and he was walking around.
Behind the HOUSE, NW side, you will find a tree. Also around this back side are single mob spawns spaced out. The tree is close to house, and just north of this tree, about 3-4 paces, is the Wandering Skeleton spawn point. He tended to walk east from there, towards the Outhouse that you can click on.
I was about to engage the scarlet group when I noticed the Wandering Skeleton walking straight towards them.
Again he respawns quickly by the time I killed him went to the back of the house to open the outhouse he had respanwed already and I received two keys.

The Wandering Skeleton at Dalson's Tears in Western Plaguelands just stands there at his spawn location.
Expected Blizzlike Behaviour
The NPC Wandering Skeleton should patrol around the area.
