[Pirate's Day] The dread crew missing animations

Current Behaviour

Dread crew are doing significantly fewer animations than they should. only rarely setting of fireworks and occasionally laughing

Expected Blizzlike Behaviour

several of the npc should be dancing and current animations should be done with higher frequency
