the plans dont drop from tbc creatures.

Expected Blizzlike Behaviour

it should also be available as a boe world drop

There already is a reference loot table for this item, 10006, with more formulas, patterns etc. But the reference is not assigned to any creature drops

The reference you are referencing probably is the Sealed Scroll Case which should be sold by some of the unhexed vendors in ZA
