[UI] - Smiles O'Byron / Ultrasafe Transporter: Toshley's Station - Missing text on pop-window

Current Behaviour Gnomish Engineers are able to learn to craft a Teleport device to travel to Toshley's Station. This skill https://www.wowhead.com/wotlk/item=30544/ultrasafe-transporter-toshleys-station is taught by npc Smiles O'Byron. If we approach npc and try to learn the skill, there is no text or information about it. Text is missing and instead we can read [PH] Unknown Furthermore, skill can't be learnt if we are mounted while we talk with NPC. Trying to learn it prompts an error message in the middle of the screen.

When dismounted, it's possible to learn the skill.

Expected Blizzlike Behaviour NPC should be able to teach the skill to any Gnomish Engineer with at least 350 points of skill, even if we approach him while mounted.

There should be a different text, as it happens in Winterspring, for example, when a Goblin Engineer learns to craft Everlook Transporter.

Main text should read:

With the help of Engineer Lapforge from Gadgetzan I have built a powerful gnomish trasporter here at Toshley's Station! I would be happy to help any gnomish engineer with enough skill to build their own personal transport beacon.

and then should have two options to talk to:

I must build a beacon for this marvelous device! Why are you so far from Toshley's Station?

Clicking on the first one should prompt another text:

Once you have built the device, you simple activate the device to be transported to Toshley's Station! A few people have reported being transformed into chickens, but I am sure they were exaggerating! If possible I would try and not use the device on a day when someone else has, but it will probably work out alright even if you do!

Clicking on the second option should "PROBABLY" show the text that is actually showing currently:

Steps to reproduce the problem Have a Gnomish Engineer with skill 350 at least Go to Toshley's Station in Blade Edge's Mountains Talk to npc Smiles O'Byron (21494) to open a dialog window not scripted.
