Zangarmarsh PvP: Twin Spire Ruins flag not obtainable

Current Behaviour

Neither Alliance nor Horde is able to capture Zangarmarsh PvP objective Twin Spire Ruins. Alliance or Horde Field Scouts do not have a dialogue for receiving a flag to take to the middle of the zone. Talking to the NPCs directly open the shop.

Expected Blizzlike Behaviour

After your faction has both, the west and the east beacon, captured, one should be able to get a flag from their respective Field Scout. This flag should be carried to the middle of Twin Spire Ruins to capture the flag over there. After capturing the flag, a zone wide buff of 5% dmg should be applied to your faction.

As can be seen from those 2 links, it should also work on neutral banner.

Steps to reproduce the problem

1. .teleport Twin (takes you to Twin Spire Ruins)
2. Capture western (coords: 42.58, 46.58) and eastern (coords: 52.55, 47.61) beacons.
3. After both beacons are captured to your faction, go talk to your respective field scout. 3.1. Horde: use command .go creature 7871004 to go to Horde Field Scout. 3.2. Alliance: use command .go creature 7871003 to go to Alliance Field Scout.
4. Talk to the NPC - no dialogue option for picking up a flag is available. Only the shop opens.

and i saw the NPC flags, it was vendor flag when i think it should be gossip

As far i saw, the OutdoorPvP is working correct, if u do .aura 32431 (For horde) or .aura 32430 (For Ally) u can capture the GY, seems only the NPCS are not working as intended
